refactor(tor): extract TorRelaySettings, TorRelayEvaluation to commons/commonMain

Move relay routing logic to shared commons module:
- TorRelaySettings data class
- TorRelayEvaluation with useTor() routing logic

Android files replaced with typealiases for backward compatibility.
All tests pass.
