Claude 628660f341 feat: add missing alt tag to PaymentTargetsEvent ...

Adds ALT constant, FIXED_D_TAG constant, and AltTag import to
PaymentTargetsEvent. The alt tag ("Payment targets") is now included
in both create() and updatePaymentTargets() methods.
